Orest J. (“OJ”) Jowyk
OJ is a senior government contracts attorney-at-law with over a decade of legal experience representing government contractors and other companies of all sizes, from the smallest start-up to the largest Fortune 500 businesses.
Mr. Jowyk began his professional career as an enlisted member of the U.S. Air Force. After earning a Bachelor of Arts degree while on active duty, he was commissioned and then completed navigator and electronic warfare officer training. Over the course of his 20-year Air Force career, he logged approximately 3,000 flight hours as a B-52 Electronic Warfare Officer, an RC-135 Crew Commander and Electronic Warfare Officer, and a Mission Commander and Operations Branch Chief in the international arms-control Treaty on Open Skies program.
Upon completing his Air Force career, Mr. Jowyk began his government contracting industry career with ANSER, Inc., and then Anteon Corp., as a scientific research acquisition analyst supporting the Air Force’s advanced sensors, electronic warfare, and dual-use research programs. While working full-time in this position, he attended and completed law school.
Mr. Jowyk is a former Adjunct Professor of Law at George Mason University School of Law. He earned a Bachelor of Arts in Psychology cum laude from Saint Leo College, a Master of Science in Administration from Central Michigan University, and a Juris Doctor cum laude from George Mason University School of Law, where he was an Associate Editor of the George Mason Law Review.
Mr. Jowyk is a member of the American Bar Association (Public Contract Law Section member). He is admitted to practice in the District of Columbia and Virginia. He also is admitted before the U.S. Court of Federal Claims and the U.S. Court of Appeals for the Federal Circuit.
Mr. Jowyk recently served as the first General Counsel for Solers, Inc., an innovative software development and systems integration company with approximately $70 million in annual revenue providing IT solutions to DoD, the intelligence community, and other Federal agencies. Mr. Jowyk planned, developed, and implemented the legal function for the company, and was responsible for all legal matters for the company.
Before that, Mr. Jowyk was Vice President, General Counsel and Corporate Secretary for Apptis, Inc., a government contractor serving the Federal IT services market with approximately $330 million in annual revenue and over 1000 employees worldwide. In that role, he was responsible for all legal matters involving the company. In addition, until Apptis’ parent company was acquired, he provided legal services and advice to Apptis’ affiliated company Iron Bow Technologies, LLC, a value-added IT products reseller to the Government and government contractors with approximately $700 million in annual revenue.
Prior to joining Apptis, Mr. Jowyk was a Senior Associate with Pillsbury Winthrop Shaw Pittman LLP, where he advised domestic and international clients on all aspects of government contracting law, including representing clients in legal actions before U.S. Federal courts, the Government Accountability Office, the Small Business Administration, and other Federal, state, and local government agencies.
